App Store
Apple shows a summary rating per country or region. When you ship a new version you can choose to reset that summary, which wipes old ratings off the number. That's the fastest way to bury ratings from a buggy old version, as long as the new one is better. Apple's built-in rating prompt can be shown to a person at most three times in a year, so pick the moment.
Google Play
Google Play gives recent ratings more weight than old ones, and can show different ratings by country and device. A fix that lands well moves your Play rating faster than the plain math below says. Google's in-app review prompt lets people rate without leaving your app.
In plain average terms, an app at 4.1 with 250 ratings needs about 160 new 5-star ratings to show 4.5.
The rule on both stores
No rewards for ratings, and no asking only happy users. Both stores ban it.
